This is some sort of surgical device for either neck surgery, head or ear surgery? I think it will help though for traction too. Hook me up and drag me along will ya? It's a halo for the wild angels out here? I have no idea really but it's better to guess at this than figuring out when we will die.

well, even though you've given us a pretty small imageto see all the detail, it looks like a mobile/cell phone holder used for design purposes.
