It does have batteries, they're just rechargeable ones (capacitors don't hold enough energy to be useful in this application).

When the batteries wear out, the flashlight dies too.

If it's got a single flat lithium ion cell in it - which is the usual way these sorts of lights work, including one I reviewed years ago - you can expect the cell to be dead in maybe three years. Maybe less (especially if you leave the thing sitting in the hot sun), maybe more.

The light looks as if it might be screwed together, though, so it ought to be possible to replace the battery. Most people will just throw the flashlight away then, of course.
