I think it is a Evolution Cyclone Magnetic Stick, used to pick up metal dust and leftovers. Gee, I finally got one right, despite Joe's reversing the picture. :)

If I didn't think it was a magnetic swarf collector I'd be fairly sure it's a reduced power cattle prod for getting the kids into the car. Sold as part of a four-piece set [1] it's seen as a humane way to get children past the "small savages" stage and on the track to "fully human" status.
[1] The other three being ball and chain, strait-jacket and gag.
