I guess that this is a combination camera case and steady-cam sort of device. If I am correct, there will be a weight at the bottom where the orange rectangle is, and that weight makes it easy to hold the camera horizontal and will help damp out shake from the photographer's hands.
I have never seen this particular device before so this is just a guess based on other devices I have seen to steady cameras.
