It can't be made for cutting, because the person's arm is in there. The screw on top indicates it is supposed to supply downward pressure. The blue thing seems to be adjustable, and go up & down. It doesn't seem to plug into anything, but maybe I'm wrong. I'm going with Matt's guess, about a carpal tunnel reliever. That's a good idea.
