Reminds me of John Everett Millais but I can't find it in his paintings.

She may be dressed in 18th-century clothes (that's my guess) but that face is no 18th-century woman. Just no way. Something about the way she is painted, too- no way it isn't modern. I think it is a modern picture of a contemporary woman, with period clothing.
