Can I have a go?
At risk of totally destroying George Booth's whimsical construction (he's one of my very favorite cartoonists and draws disgruntled cats and dogs like no other), my interpretation was this: Here in this homey, sparsely furnished living room, a chintz-covered, pillowy old lady speaks into a (now antiquated) corded telephone, holding it several inches from her face like she still doesn't trust such a mysterious communication device. In the background we see the overall-covered legs and rear of the husband (we assume), Hiram, who is in the next room, standing atop a very short stepladder, bent over and fiddling with we don't know what. Two large dogs listen, motionless and wary, as Wife shouts -- apparent from the contortions of her mouth -- to a caller on the telephone, informing them that Hiram will have to call back later, as he is busy with adjustments to the solar panels on their house. The idea being that Hiram and his wife appear to be a couple highly unlikely to actually have, or actually have any interest in, panels of any kind, anywhere.
But I could be wrong.

1. He's up a step ladder, so clearly he's doing the adjusting right now.
