It is (or at least was, prior to being cooked) an animal. They have 4 legs, the pair on one side shorter than the other to make it easier to run round the hills. I can't remember for sure, but I think the males have the left legs shorter and the females have the right legs shorter (thankfully the haggises know so they can tell boy from girl) and obviously they run in opposite directions. Their mating season is late summer/early autumn, hay making season in Scotland. Clearly they must face in the same direction for mating, however this makes them unstable and they usually end up rolling down the hill. This is where the expression "a roll in the hay" comes from.

Oh, by the way, vegetarian haggis may well be tasty, but it never matches the sheer delight of the more carnivorous version.

Not only is it an animal, but there is a hunting season, roughly November-December:

It looks rather similar to the Platypus of Australia. While the common brown-furred variety is little regarded, the blonde, or "golden," haggis is prized indeed.
