Each of Santa's sleigh-pulling reindeer has a locking stall. The keys are on pegs by each stall. But some of them, not morning lovers, have discovered that they can kick the wall of the stall to knock off their key and gain a few minutes in the A.M. as elves search.
These bells attach as a velcro-ised (?) sleeve to the keys, and if knocked down the noise alerts the guard so the search is immediate and the key found long before reveille.
At least, that is the idea - alas, Horst, the 3d-shift guard, was born deaf.

velcro them onto your packs or whatever you are carrying
the noise (hopefully at least) scares the bears away
