Well Cletus, looks like you done runned over the flange thingy with the tractor.
It looks like the sort of thing you would wrap around the fencepost for a chain link fence to hold the chain link to the fence, sticking the bolt through both holes and screwing the wingnut on the end.
Why this one seems to be somewhat the worse for wear I have no idea.
