What about a fork & spoon with slightly fatter than average handles, and a tight, hinged snap-up lid on the end of each that cover the holes of a diner's own personal salt & pepper shakers? No more hassling fellow eaters in mid-glut to please pass the salt/pepper. I know a couple of people who act like they're making some huge personal sacrifice, like one second of inattention to the plate could result in their lamb chop drug off by a puma. I wonder if such S&P shakers exist. Washing would be a hassle. Maybe not.
