colourlovers.com — 'Fight for love in the color revolution'
From Darius A. Monsef IV comes this website,
"a resource that monitors and influences color trends."
More: "colourlovers gives the people who use color — whether for ad campaigns, product design, or even in architectural specification — a place to check out a world of color, compare color palettes, submit news and comments, and read color-related articles and interviews."

Odd, he seems to be in the States, but spells it "colour" and uses the European date format in the website. Perhaps he's an expat.

Here's an adobe website to create color themes using Flash 9.
Select a base color and then use rules (analogous, monochromatic, triad, etc.) to modify the accompanying colors - or follow no rules and choose the colors yourself.
