I believe these are toothbrushes for prison inmates. They're made with no handle which can be used as weapon. I think it was invented by someone in Richmond, VA

They look like infant gum-brushes, but could be pet toothbrushes. I have similar examples of both.

they almost seem to be toothbrushes... but not quite.
heads are too fat to be ideal.
