It's a nice idea, but looks like there is no triangulation of the load as it is transferred to the wall (all the mounting points in a single horizontal line?), so in practice any regular load more than a couple of shirts may lead to failure, either by twisting the unit, or collapse if the anchor points are pulled through - would be kind of like a hammer pulling a nail...
