As it turns out, I didn't know the name of the song, but I should have recalled Yves Montand.

Well of course.
The song is "Sous le Ciel de Paris" (under Paris skies), all about how it's tricky, falling in love in Paris. That particular version is sung by Yves Montand. If you feel like you just must hear more, here's the whole thing, plus a version sung by Edith Piaf and her hi-speed vibrato:

Ok, have listened to the start of the song a few times now.... I should know both the title of the song and the singer, yet they escape me...
