Unfortunately, as my aunt found out a few year's ago, a "vertical stabilizer" works in the opposite direction just as well, most of the time.

She had a "floating ring" stuck around her waist, and she went head over heels into the water riding behind a boat. Although she was cognizant and able, the flotation device prevented her from flipping herself upright, and thankfully while all of us were laughing about her legs sticking upright out of the water kicking, one in our group was able to contain himself enough to right her in the water.
