As I remember my graduate research in a lab within the Vet Sciences building, dogs thermoregulate through panting. They lack sweat glands anywhere but their paw-pads....

So, does this collar have any significant effect on the the animal's thermoregulation? How much cooling of carotid & jugular blood flow and respiratory exchange could this device achieve?
