The answer to the "Great Toilet Paper Debate" was somewhat hinted in the rather comprehensive treatment of the presented article.

My conclusion (borne out by years of travel) is that where there is the slightest doubt about the ongoing cleanliness of stalls/walls, there is an obvious preference for overhang, even in some residences of first-world countries (an casual check for cleanliness might include a check for any dust or lint in corners or along baseboards of residential/hotel water closets, or observation of sanitary staff near stalls of public facilities).

In the U.S., the default position (apparently decided by a few dubious etiquette "experts") is the overhang. Conveniently, this default lets everyone without a maid off the hook for household chores.

This election has ominous overtones for the future of average residences. The amenities of the former East Germany and Soviet Union come to mind.
