I agree with jim.
I have an idea... You could get a cheapo small, flat Rubbermaid food container, fill it with rocks till you got it nice and heavy, stuff some newspaper or something in between the rocks so they won't rattle around and it'll be solid, duct tape it tightly closed, get whatever kind of tape you want in a plastic dispenser and figure out a way to duct tape it securely to the Rubbermaid weight, and you have a really ugly but functional (depending on the degree of craftsmanship) stay-put tape dispenser.
Alternatively, if you don't want to go rock hunting, you could get a couple of these

vile, one-pound, food-like canned items, duct tape together, and tape the plastic tape dispenser on top. Again, functionality depending on craftsmanship, but undoubtedly more hideous appearing.
