The top pic yesterday (top) featured it; it was absent on the lower photo (below).

I have no idea what it means: it just started appearing seemingly randomly a couple weeks ago.

I don't think I'll try this feature โ€” "Can you spot the difference(s)*?" โ€” again: it's annoying me and I suspect I'm not alone.

I am guessing the red dot says you have new tweets you have subscribed to, or direct messages waiting to be read. (I am not really a Twitter user, but there are other websites that will put indicators like that on their webpage icon for notifications)
