Dogs are smarter than toddlers, IQ tests show
Long story short: "Even the average dog has the mental abilities of a two-year-old child."
The seven smartest breeds in order of IQ, border collies being the brightest:
1. Border collie
2. Poodle
3. German shepherd
4. Golden retriever
5. Doberman
6. Shetland sheepdog
7. Labrador retriever

IME the Australian Shepherd goes at the top of the list.
I grew up on a ranch. We tried every way to herd cattle : trucks, jeeps, motorcycles, tractors, horses, and mobs of people on foot. Each of these required A LOT of effort and time.
Then I got my father an Australian Shepherd pup that he named Adam. Adam was my father's dog. He had no interest in anyone else. That dog was born to herd. My father walked out and said, "Adam." The dog raised his head and got a happy grin, tongue lolling out. My father pointed to the herd in the far pasture and said, "Get 'em." Adam exploded off running, jumped the fence, and was gone in search of cattle. My father walked to our one acre holding pen and opened the gate. Within minutes the herd came trotting up, Adam pushing them, and entered the pen. Adam then guarded the gate so that no cow or calf or bull could escape. My father closed the gate, looked down, and said, "Good dog."
I have never seen an animal happier to work than Adam. He knew what to do without instruction.
